The
Denali Borough is the local government responsible for land use planning
in the areas adjacent to the national park north of the Alaska Range (Denali
Citizens Council's primary area of concern). The Borough government was
formed reluctantly in 1990 to avert governance being assumed by a neighboring
Borough interested in hotel-tax revenue from the tourist enterprises outside
the national park boundary. The Borough has steadfastly maintained a policy
of not regulating land use in order to respect the private property rights
of its citizens. The Borough is also in the process of receiving 50,000
acres of land from the State of Alaska as entitled by state law for new
boroughs, much of which is adjacent to the national park and none of which
is planned for. Other major landholders in the Borough include the Alaska
Railroad Corporation, the Ahtna Native Corporation (owned and managed
by Native Alaskans), and the State of Alaska.
